I've always assumed that petty is usually from the French "petit" and that Petty Sessions are lower-level courts than Assizes (which I assume comes from French "assis", though I don't know who sat down and who didn't!). There's a street in London called Petty France (Little France) where I guess there was a number of French families or businesses at some time. Petty cash = small change, petticoat = small gown, and so on.

But I may be wrong
