I guess it is as in 'it suits me', which of course isn't dialect.

The dialect use though is stronger, with a distinct element of pleasure !

I'm not sure of it's origins but 'fettle' was a job in the potbanks here in Stoke. A 'fettler' removed the rough edges or seams before the item was fired in the kiln.
