I notice that he had two Smith step children on the 1871 census aged 12 and 9 which leads me to believe that he must have married Margaret after the 1861 census. The 1861 census has:

William, James and Henry are with him and Margaret on the 1871 census.
There is a death for an Esther Sumner aged 38 in the Longton Sub district in 1863 and a marriage for Robert to a Margaret Smith in 1865
