Burnley Express October 2008.

Plans to redevelop the site of a former mill in Harle Syke into a new residential area have been given the green light despite qualms from residents and councillors.
Residents in the immediate vicinity of the development had been shown information relating to the proposals for the land at Primrose Mill in Harrison Street, Briercliffe. These entail the building of 49 homes, comprising 31 four-bedroom properties, 13 three-bedroom units and 5 five-bedroom homes.
Various public speakers as well as a number of councillors at Burnley Borough Council Development Control Committee meeting on Thursday aired their grievances at the proposal, but their objections were not deemed relevant for an outline planning application.
Objections were raised on the grounds that the development would generate more traffic problems, three-story houses would not be in keeping with the surrounding conservation area, the development would limit employment opportunities, would dominate the skyline and that it would constitute over-development, which could spoil the village of Briercliffe.
County Coun. Stephen Large said: "The piece of land in question was the site of a former mill that provided employment opportunities for residents of Briercliffe.
"If this outline planning application succeeds, the site will cease to be available for employment purposes and will therefore be a significant loss.
"The council in its report claims to recognise that the re-occupation of sites such as this, which is incidentally in an improvement area, should be redeveloped at least partly to ensure an employment presence.
"I believe that a mixed use of this site would be more desirable, not least for providing a community facility for the reidents of Briercliffe."
Mr Richard Prest, speaking on behalf of the Revs Rachel and Ian Watts, of St James's Vicarage, and Mr David Thomson and Mr Andrew Walker, who spoke on behalf of the applicants, also put their views across to the committee.
However, councillors proposed that outline planning permission be granted on condition that it is brought back before the committee for a full review in the future, after those objecting were out-voted on the grounds that the development would be a positive opportunity for the village.
