I rang Lancashire certificate services this morning and asked them to look for a registration for the other baby. So we'll see what comes but if only one is showing up on the bmd index it doesn't look promising.
Two suggestions they offered -
1. the time was entered on the registration by mistake and it wasn't a multiple birth
2. the other twin died at birth or shortly after and the mother didn't bother to register it. (No suitable death comes up on the index search either)

Maybe the other was a stillborn so wasn't registered either way. It wasn't law to register a birth in 1851.

The registrar just rang me to say that they'd checked the registers and found that the registrar at that time had entered a time of birth on every entry. So unless there had been an outbreak of multiple births the presence of a time of birth is not significant.

At least it explains it. Excitement over nothing.
