Mel, he was illegitimate. On his birth cert the father’s name is blank so perhaps you are right and he was a Blackburn.

I wonder if Trawden records would reveal anything? A baptism maybe? Sometimes they made comments at the side of a name or if the mother said the fathers name is **** they would add it as a remark wouldn't they.

On 1881 census there is a Herbert Blackburn (born 1871) who could be the one Mel found in 1891, he was born Trawden and living in Higham, which is not a long way from Gannow, if you went as the crow flies towards Ightenhill. So that could possibly rule him out.

Jonathon & Blackburn look of an age to be brothers, don't they? Also they each have a son named after the other.
However I've found Jonathon's baptism:
Baptism: 28 Dec 1817 St Bartholomew, Colne, Lancashire, England
Jonathan Catlow - Son of John Catlow & Ann

Occupation: Weaver

Register: Baptisms 1813 - 1819, Page 243, Entry 1937

I know it's the same one because on the 1841 census for Jonathon there was an Alison born 1826. Her baptism is recorded:
